National Dialogue on 7th 5YP and Haor Development

A National-Dialogue on “Seventh Five Year Plan and Haor Development” was held on 15 October 2015 at the Pan Pacific Sonargaon Hotel, Dhaka. The dialogue was organised by Concern worldwide in association with All Party Parliamentary Group (APPG). Mr. A H M Mustafa Kamal, FCA, MP, Honourable Minister of the Planning Commission was the Chief Guest on the occasion while Mr. Md. Mujibul Haque, MP Chaired the dialogue. The dialogue was also participated by the secretaries of the designated ministries, APPG members, researchers, civil societies and representatives from the news & print media.

Ms. Afroza Moazzem, Director General, Bangladesh Haor and Wetlands Development Board (BHWDB) presented a short profile on the department showing how they are planning to work for the development and Dr. Shamsul Alam, Member (Senior Secretary), GED, Planning Commission presented a key-note on “Mid and long term plan (7FYP and Bangladesh Delta Plan) and Haor development”. Two documentaries were also presented on haor by Mr. Manash Ghosh of ATN Bangla and Mr. Pinaki Roy of the Daily Star.

The presenters, discussants and local MPs and representatives of the haor regions put priorities on the haor development by mentioning the problems they are facing. Some of the key problems are: Unemployment, Access to khasland, Access to water resources, Health, Nutrition, Education, Woman empowerment, Food security, Electrification, Monsoon floods, Subsidence, Submergence of tube-wells, Wetland degradation, Loss of fish habitat, Illegal sand extraction, Destruction of swamp forest, Transport & communication etc.

The participants has also recommended/suggested solutions to the problems that will help in eradicating extreme poverty from Bangladesh. The solutions incudes: Quick employment through various projects, River/water ambulance, Fund availability, Manpower improvement, Poverty eradication, Planned urbanization, Building block protection, Education calendar, Mid-day meal for students, River dredging etc.

EEP/Shiree’s contribution for haor development was acknowledged by the speakers several times on the dialogue. Mr. M Abdul Kader Sarkar, Secretary of RDCD has mentioned that the ministry working for the expansion of EEP/Shiree project to sustain the current flow of development and develop more in the haor region.
