Key Aspects

  • The Tala model is followed for khas land distribution among extreme poor landless people;
  • The model involves Government institutions to effectively transfer khas land to the extreme
  • poor;
  • The Upazila administration, Union Parishads (UP) and Uttaran will jointly prepare an operation manual for the selection of the landless;
  • Landless people will be invited to apply for khas land using the prescribed application form through a massive publicity campaign;
  • Selection is made through Participatory Rural Appraisal (PRA) and priority ranking;
  • Land distribution is made among the eligible applicants jointly by Upazila and land administration, UPs, Land/Water Committees and Uttaran in an open and transparent manner;
  • Recipient land owners will be provided with economic support to make the land and water bodies productive;
  • Adopting a multi-dimensional and partnership approach in implementing the project to provide other support such as WatSan, legal aid and coping mechanisms for the adverse effects of climate change;
  • Female-headed households are given priority, but in the case of male-headed households, both husband and wife will be registered as owners of the land;
  • The project is implemented with the help of four partners and some other stakeholders through a number of interactive training sessions;
  • Out of 12,000 BHH, Uttaran will work with 9,000 BHH directly and 4 partner organisations will work with rest 3,000 BHH.

Outputs

  • Khas land recovered and distributed resulting in the implementation of Government policies;
  • Reduced corrupt practices related to khas land distribution process;
  • Increased income levels among the landless through capital support and diversified livelihood capacity.
